The Government of the Cooperative Republic of Guyana (GCRG) has applied for financing in the amount of US$20 Million equivalent from the World Bank (WB) toward the cost of the Guyana Petroleum Resources Governance and Management Project (GPRGMP) and it intends to apply part of the proceeds to pay a consulting firm for the Consultancy Services Advisory Services for the Review and Evaluation of Field Development  Plans (FDP) in Guyana.

This request for Expressions of Interest relates specifically to the Advisory Services for the Review and Evaluation of Field Development Plans (FDP) in Guyana for the GPRGMP under Component B, of the project. This subcomponent will finance the consulting firm for Advisory Services for the Review and Evaluation of Field Development Plans (FDP) in Guyana.

The objective of the assignment is for the Consultant to provide Advisory Services for the Review and Evaluation of Field Development Plans (FDP) in Guyana for the GPRGMP, Department of Energy, Ministry of the Presidency (MotP).

 

The consultancy will provide advisory services and technical support to the GCRG, through the Department of Energy (DE), with the aim of enhancing the country’s core capacity to review, approve and authorize Field Development Plan(s) (FDP) and in the process help level the playing field between the government and private sector investors.

 

The estimated duration for the assignment is for four (4) months commencing in 2019.

 

The GPRGMP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the aforementioned services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services, such as, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff. The consulting firm should be internationally recognized with extensive experience providing professional opinions to Governments on oil and gas related issues and meet the following requirements:

 

The Consultant may propose the best team combination to achieve the overall goal. To be considered for the assignment, proposed team members should have in-depth international expertise, regional knowledge and expertise, and the following minimum qualifications (though consultants are invited to propose further skills as deemed appropriate for successfully meeting the needs of the assignment): 

  • Team leader 
  • Geology/Geophysics/Geosciences 
  • Reservoir Expert 
  • Drilling 
  • Subsea/ Pipeline Operations 

 

The attention of interested Consultants is drawn to paragraph 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers (published by the Association in September 2016), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate to enhance their qualifications. The associations should clearly indicate the form of the association (Joint-venture or sub-consultancy; member in charge; other member/s and or sub-consultants). Joint ventures should submit letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above mentioned information for each member of the joint venture.

 

A Consultant will be selected in accordance with the “Consultant’s Qualification Selection (CQS) method set out in the procurement Regulations.
