Consulting Services for Independent Administrator services for Preparation of Guyana’s 8th and 9th EITI Reports (FY 2024 & 2025) 

  1. The Government of the Cooperative Republic of Guyana, through the Ministry of Natural Resources and on behalf of the Guyana Extractive Industries Transparency Initiative (GYEITI), seeks a competent, reputable, conflict free and independent firm to serve as Independent Administrator (IA) in accordance with the 2023 EITI Standard. The assignment covers the preparation of Guyana’s 8th and 9th EITI Reports for Fiscal Years 2024 and 2025.
  2. The Extractive Industries Transparency Initiative (EITI) is a global standard for improving transparency and accountability in the oil, gas, and mining sectors. EITI implementation rests on two core pillars: (i) transparency through disclosure and reconciliation of company payments and government revenues, and (ii) accountability through oversight by a Multi-Stakeholder Group (MSG) comprising representatives of government, industry, and civil society.
  3. The objective of the assignment is to support the GYEITI MSG in producing timely, comprehensive, reliable, and accessible EITI Reports for FY 2024 and FY 2025, in accordance with the 2023 EITI Standard, with both reports to be completed and ready for publication on or before October 30, 2026.

    Specifically, the IA shall:
    • Produce a Scoping Study and Gap Analysis to inform MSG decisions on the scope of the 8th and 9th GYEITI Reports covering FY 2024 and FY 2025, including a comprehensive assessment of the fisheries sector, with the aim of making an evidence-based recommendation to the MSG on whether the fisheries sector should be included within the scope of reporting for these fiscal years.
    • Produce the 8th and 9th GYEITI Reports as consolidated reports, organized by sector-based reporting, with self-contained sections for oil, gas, mining, forestry, and also fisheries should the MSG decide to include it.
    • Prepare and submit the associated open data files covering FY 2024 and FY 2025.
    • Prepare and submit standardized summary data templates for FY 2024 and FY 2025, in accordance with EITI reporting requirements, for submission to the EITI International Secretariat.
    • Produce a summary of the Reconciliation Report in line with GYEITI standards;
    • Assess the comprehensiveness and reliability of disclosures; and
    • Provide technical and analytical support to the MSG in developing its recommendations, ensuring they strengthen government systems and natural resource governance.

  6. All late submissions shall be rejected and returned to Applicants unopened.
  7. Proposals should be valid for 90 days from the date of proposal opening.
  8. Proposals shall be opened by the National Procurement and Tender Administration Board in the presence of Applicants’ representatives who wish to attend, at 9:00 hrs. Tuesday March 17, 2026 at the address (1) or may request a video link from npta.procurement@finance.gov.gy.
