REQUEST FOR PROPOSALS (RFP)

Engineering, Procurement and Construction (EPC) Services for the construction of a Building for the Guyana National Control Centre (GNCC)

  1. The Government of Guyana / Office of Prime Minister (OPM) hereinafter referred to as “the Procuring Entity”, invites interested Applicants to submit proposals for the provision of Engineering, Procurement and Construction (EPC) Services for the construction of a Building for the Guyana National Control Centre (GNCC) to support the integration and dispatch of the new 300 MWe CCGT Power Plant and to allow GPL to supervise, manage and control the new and upgraded power system.

Scope of Work

The scope of work includes all Engineering, Procurement, and Construction (EPC) activities necessary to complete the building and install all systems as specified in the Employer Requirements. This includes, but is not limited to, the contractor's overall responsibility for designing, procuring, constructing, commissioning, defects notifications period, and maintaining the building to meet the specified performance and functional standards.

The scope of work also includes the supply and installation of a complete diesel-fire generator set, with duty to operate continuously. The capacity of the generator set shall be ISO rated at 125% of the design load capacity of the GNCC Building. Additionally, the scope of work includes an appropriately dimensioned building to house the generator unit and ISO fuel tank capacity to allow for an autonomy of 24 hours.

The EPC Contractor will be responsible to complete all civil works relative to the installation of the transformers, as directed by the Guyana Power & Light Inc. through the Employer.

  1. All Applicants should submit their Proposals together with an original Proposal security in the fixed amount of US$100,000.00 not later than 9:00 hrs. on Thursday October 26, 2023, into the Tender Box (1) below:

  1. All late proposals shall be rejected and returned to bidders unopened.
  2. Proposals should be valid for six (6) months from the deadline for submission of Proposals.
  3. Proposals shall be opened by the National Procurement and Tender Administration Board in the presence of Bidders’ representatives who wish to attend, at 9:00 hrs. Thursday October 26, 2023 at the address (1) or may request a video link from npta.procurement@finance.gov.gy.
